- New Employers: All employers must register with the Pennsylvania Department of Revenue and the Pennsylvania Department of Labor & Industry.
- State Income Taxes: Employers must pay income taxes for Pennsylvania employees to the Pennsylvania Department of Revenue.
- Pennsylvania employers contribute a flat income tax rate of 3.07% per employee.
- There are no additional city or regional income taxes.

- Unemployment Insurance Tax: All enterprises providing full and/or part-time employment to one or more workers must register with the Department of Labor & Industry, Office of UC Tax Services. Employers are responsible for withholding unemployment taxes in Pennsylvania for employees earning over $10,000 in 2021
